The NASCAR drivers council regularly meets with NASCAR officials regarding rules and the overall direction of the sport. Most of these items are in regards to safety or the growth of the sports.
Kevin Harvick is one of the more active members of the drivers council. The meeting topics go beyond the Monster Energy NASCAR Cup Series. Harvick for example is very active in helping to steer the lower ladder system of the NASCAR ladder, specifically the K&N Pro Series.
The cone rule and minimum speed are hot topics that stemmed from discussion in council meetings. In each of those examples, they have yet to be installed in the rulebook.
